A new system for assessing housing conditions and enforcing housing standards was introduced by the Housing Act 2004 in April 2006.

The new Housing, Health and Safety Rating System (HHSRS) evaluates potential risks to health and safety from any deficiencies (hazards) identified within a dwelling.

The Council have powers to take enforcement action in relation to dwellings which score highly in the new Housing Health and Safety Rating System.
