Community Governance Reviews - Swynnerton and Stowe Parishes

Community Governance Reviews for the parishes of Swynnerton and Stowe were conducted by the Council's Resources Scrutiny Committee.  The recommendations of that review were reported to full Council on 30 November 2010 and it was decided that the recommendation should be implemented.

In respect of Swynnerton Parish, the review recommended that the number of councillors be increased to 13, with an additional councillor representing Yarnfield ward. The review recommended that there was insufficient support for separating the existing Swynnerton Parish into two parishes. Consultees' concerns about additional parish administrative costs arising from splitting the current parish were borne in mind.  However, it was considered that the current level of representation for Yarnfield ward was disproportionate bearing in mind the number of electors in that ward (although it was considered that representation on the other wards should not be decreased to remedy this). Overall, other than the need for an additional councillor, it was considered that there was a lack of evidence that current governance arrangements in the parish were not serving Yarnfield.

In respect of Stowe Parish, the review recommended that the number of councillors be increased to 7. The review recommendation took into account the existing parish arrangements, and the public consultation responses, and compared those arrangements with those of similar sized councils within the Borough.
