As from 10 August 2006, Section 3 of CLG Circular 01/2006 'Guidance on Changes to the Development Control System' prescribes that a statement covering design concepts and principles and access issues should be submitted with any application for listed building consent.
One statement should cover both design and access, allowing applicants to demonstrate an integrated approach that will deliver inclusive design, and address a full range of access requirements throughout the design process.

The requirements for Listed Building Consent Statements are slightly different because of the different nature of the applications. However, where an application for Listed Building Consent is to be considered in parallel with one for Planning Permission, a single Design and Access Statement should cover the requirements of both.
Design
Explain the design principles and concepts that have been applied to:
' Scale
' Layout
' Appearance
With particular reference to the qualities of the listed building.
How the design has taken account of PPS5 (Planning for the Historic Environment), in particular how the design preserves or enhances :
' the historic and architectural importance of the building;
' the particular physical features of the building that justify its designation as a listed building;
' the building's setting.
Where there would be a potential impact on any of the above, the statement should explain why this is necessary, and what measures within the design approach have been taken to minimise its impact.
How does the approach to access balance the duties imposed by the Disability Discrimination Act with the particular historical and architectural significance of the building?
' Detail any specific issues that arise because the building is listed;
' Outline other options that have been considered and why they have been rejected;
' If inclusive design has not been provided, explain why, and provide details of alternative solutions that will put in place to ensure the services provided within the building are made available in other ways.
