The Local Development Framework (LDF) is a 'portfolio' or collection of Local Development Documents (LDDs) which collectively deliver the spatial planning strategy for Stafford Borough.

In December 2001 the Government published the Planning Green Paper - delivering a fundamental change, proposing fundamental reforms to the planning system. The Paper proposed abolishing Local Plans and replacing them with Local Development Frameworks (LDFs).
The Planning and Compulsory Purchase Act 2004, become effective in the 28th September 2004. Relevant Regulations, Policy and Guidance have been published including:
Stafford Borough Local Development Framework will comprise a series of Local Development Documents (LDDs), including Development Plan Documents (DPDs), Supplementary Planning Documents (SPDs) and the Statement of Community Involvement (SCI).
The DPDs have legal development plan status and will be subject to independent examination. Stafford Borough expects to produce a number of DPD's details of which are included in the Local Development Framework (LDF) which also details a programme for preparation of the documents. Each document will be subject to Sustainability Appraisal.
The LDF is also monitored in regards to how it is progressing in the completion of documents (LDDs) and whether it meets the National Core Indicators. More about AMRs.

The Revised Local Development Scheme (LDS) was agreed by Government Office for the West Midlands (GOWM) and brought into effect on 6 January 2009 following Cabinet approval. This LDS replaces the 2007 LDS.
