Green travel Survey and review of
A Green Travel Plan for Stafford Borough Council - 2003

 

1. Introduction

The Green Travel Plan was launched in 2001 based on the findings of a travel survey carried out in January 2000.  A further survey was carried out in February 2003.  The results of this survey have been analysed and employee travel patterns compared to those in 2000 to establish the changes that have taken place.  The progress on actions and targets in the Green Travel Plan have also been reviewed.

2.4 Reasons for using the car

 

2003 - the most common reasons chosen were for saving time and preference (safer, more comfortable and more flexible).

2000 - the most common reasons chosen were for saving time and essential to perform job.

 

2.5 Car sharing

 

2003 - 43% said they would be prepared to car share.

2000 - 47% said they would be prepared to car share.

In 2003, 66% stated that they would car share if they had help in finding car share partners with similar work patterns. 40% said they would car share if there was free transport home if let down by the car share partner or in an emergency.

 

2.6 Incentives to use public transport

 

2003 - 32% responded that they would be encouraged to use public transport if discount tickets/passes were available for council employees

34% would be encouraged if more frequent bus and rail services were available.

2000 - 42% responded that they would be encouraged to use public transport if discount tickets/passes were available for council employees

Nearly 35% would be encouraged if more frequent bus and rail services were available.

 

2.7 Incentives to cycle to work

 

2003 - 22% indicated that improved cycle paths on the way to work and 15% indicated that changing/shower facilities at work would encourage them to cycle to work.

2000 - 21% indicated that improved cycle paths on the way to work and 14% indicated that changing/shower facilities at work would encourage them to cycle to work.

 

2.8 Incentives to walk to work

 

2003 - 35% stated that their journey was too far to walk and most employees who live within a mile already walk to work.

2.9 Awareness of Green Travel Plan

 

64% of staff were aware of the Green Travel Plan.

 

2.10 Changes in travel habits

 

18% of staff have changed their travel habits on the last 2 years; 3% directly influenced by the Green Travel Plan.

 

3. Targets, performance and progress

 

The following targets are set in the Green Travel Plan for the period 2000 to 2005:

Increase cycling, walking and public transport journeys to work by 25% of total journeys made.

In 1997, 84% travelled by car, 16% by alternatives

In 2000, 82 % travelled by car, 18% by alternatives

In 2003, 78% travelled by car, 22% by alternatives

Reduce the number of drive alone journeys to work by 10%.

In 1997, 81% travelled by car alone

In 2000, 59% travelled by car alone

In 2003, 60% travelled by car alone

Reduce the recorded business mileage by car by 10%

A baseline figure was established for 2001/02 of 937,544 recorded business miles

Since the Green Travel Plan was launched the following have been provided/undertaken:

Secure, weatherproof cycle parking facilities at the Civic Centre

Use of shower and changing facilities at the Riverside

Pool bikes

Various promotions and educational events such as Green Travel day, cycling events, website and on the wall etc.

Development of the doorstep walks for health programme

Continued support from a number of working groups; the Walking Working Group, Cycling Working Group, Sustainability Officers Working Group and the Bike Users Group

Expansion of the cycling path network

Provision of cycle training

Organising work patterns to minimise travel

Repeat of the 2000 green travel survey to monitor trends

Use of the County Council car share database

Green travel information included in new starter packs and as part of the SBC induction

Information on bus timetables provide in SBC reception

 

4. Comparisons with other authorities

 

Comparisons with other, Best in class, authorities have also been carried out:

Staffordshire County Council - in 2000 82% traveled by car, 18% by alternatives. In 2002, 77% traveled by car, 23% by alternatives. Good practice - new bike sheds, £5,000 budget for Travelwise unit for Green Travel.

Buckinghamshire County Council - 1.5% increase in train use, 5% increase in bus use, 6% increase in walking, 1% increase in cycling, 15% decrease in car miles

Good practice - 50% discount on bus fares, 34% discount on train fares, preferential parking for car sharers, car parking restricted to essential users only.

Wycombe District Council - 3% increase in recycling, 8% increase in homeworking, 12% decrease in car miles.  Good practice - homeworking policy, subsidised travel pass for giving up car parking permits, considering a small charge for car parking.

Nottinghamshire County Council - increase in train use, cycling and walking, 4% increase in bus use, 3% increase in car sharing, 9% decrease in car alone journeys.  Good practice - surveys at main offices every 3 months, £4,000 schemes at offices for Green Travel cycling centres.

Hertfordshire County Council - new targets set for 2006; walking 6% to 8%, cycling 1% to 3%, bus 2% to 5%, train 1.5% to 4.5%, car sharing 2% to 5%, flexible working 1% to 8%.  Good practice - homeworking and hot desking.

 

5. Next steps

 

It is proposed that the Green Travel Survey be repeated in February 2004 by the Policy and Improvement Team with the Sustainable Officers Working Group.  The results will be reported to Management Group.

Work with the County Council Travelwise Unit in terms of any initiatives relating to Green Travel.
