Planning Advice - General Guidance

The Planning and Building Control Service is one of the principal regulatory services of the Council. Its purpose is to ensure that all developments are of a high quality and contribute positively to the environment. The Planning Portal - the government's online service for planning, gives a range of information and help for the General Public, the Planning Professional and the Local Authority users. Can give useful advice on:

Planning and Building Control Public Access - This on-line service allows you to view details of planning and building regulation applications being considered by the Council, monitor the progress of an application and submit comments about a planning application.

Council Agendas and Minutes - View planning-related agendas

Planning Policy Guidance [PPG] - national land use policies for England on differing areas of planning.

Planning Policy Statement [PPS] - to replace existing PPG notes in order to provide greater clarity.

Planning - Business and Residential - The Planning system plays an important role in modern society by helping to protect the environment in our towns, cities and countryside. Planning regulations have to cover many different situations and are therefore quite detailed. The general principles and the procedures for making a planning application are described in the Department for Communities and Local Government (DCLG) booklets: Planning Permission - A Guide to Business and Planning - A Guide to Households. Parliament has given the main legislative responsibility for planning to the Local Planning Authorities. Statutory register - About 85% of planning applications are approved, with many subject to conditions. All applicants have a right of appeal against a refusal or imposed conditions that they do not agree with. Notes on how to appeal any decision are included on the decision notice. There is no third party right of appeal. Unless otherwise stated, development can begin at any time within 5 years of the date of the permission, or within 3 years for applications registered since September 2005, although details set out in the conditions must be agreed beforehand. Often other approvals are needed before work can start, e.g. covenants on a property or Building Regulations. If these approvals introduce significant changes to a scheme a new planning permission may be needed.

Decision notices for planning including conditions are posted on the Stafford Borough Council online planning Public Access site 5 days following the decision date.
