Planning advice, building control and town centre management
The Council, in its role as Waste Planning Authority, is required under the Town and Country Planning Act 1990 to prepare a 'Waste Local Plan'. Planning and Compulsory Purchase Act 2004 to produce a Minerals and Waste Development Framework (MWDF).

A Waste Local Plan is the current adopted statutory plan that addresses the land-use aspects of waste management. It deals with all waste managed in its area including that generated by businesses and the construction industry in addition to what is produced by households.
The Plan will seek to balance the need to establish waste management facilities with the need to protect the environment.

The Waste Local Plan will be replaced by the MWDF that is now currently being prepared. The MWDF follows a similar format to that of the Stafford Borough Local Development Framework, in that a Local Development Scheme and Statement of Community Involvement have to prepared alongside Development Plan Documents (DPDs), as well as Sustainability Appraisals.
