This page attempts to provide a portal to local, regional and national consultations that are imprtant to sustainable development and the resultant new legislation.  It also oncludes responses, guidance notes and other relevant links.
 
Local

Local Development Framework (Consultation)

Title: Local Development framework Consultation

Summary: The Planning and Compulsory Purchase Act 2004 introduced a new type of plan called a Local Development Framework. This is made up of a series of documents called Local Development Documents (LDDs). LDDs will provide the planning framework for the consideration of planning applications by the Borough Council. They replace the previous system of plan making, which comprised Local Plans and Structure Plans.

Following the results of the Core Strategy Development Plan Document Examination process all work on the Local Development Framework has been suspended.  In due course the Council will be preparing a revised Local Development Scheme

Sustainable Community Plan (Consultation)

Title: A Proposed Sustainable Community Plan 2006 - 2020 for Stafford Borough

Summary: The Stafford Borough Partnership comprising over 300 key local organisations from the public, private, voluntary, community and environmental sectors have agreed a proposed Sustainable Community Plan for the period 2006 - 2020. The Partnership is in the process of identifying projects to be included within the overall Sustainable Community Plan and is awaiting the outcome of the Local Area Agreement before finalising this part of the Plan.  Other projects will be included which contribute towards the well-being of the area.  It is anticipated that the Action Plan will be completed for the 1 April 2007 and then will be submitted to Stafford Borough Council for approval.

Regional Economic Strategy (Consultation)

Summary: The West Midlands Economic Strategy (WMES) sets out what the West Midlands region needs to do to improve its economic performance. This is by both building on our region's strengths and addressing the market failures that hold our economy back.  The updated West Midlands Economic Strategy, due to be published in 2007, will be the first time we look beyond the original milestone of 2010. The Strategy will once again set out the agreed actions required for the region to be recognised as world class by 2010. However, it will also look forward to 2020 and establish what more our region needs to do to continue to improve its economic performance.  It will also be the first review to be carried out after the influential Stern Review.

Wildlife Management Strategy (Consultation)

Summary: This consultation seeks views on the development of a wildlife management strategy for England that will clarify the protection of all species in England. Defra's intention is to develop and implement a more strategic, transparent, consistent and effective approach by means of an agreed Wildlife Management Strategy for England. The development and implementation of a Wildlife Management Strategy has many complexities. This consultation represents the first phase of the project and seeks views on both the necessity for and core principles of the Strategy.

UK Renewable Energy Strategy (Consultation)

Summary: This consultation seeks views on how to drive up the use of renewable energy in the UK, as part of the Governments overall strategy for tackling climate change, and to meet its share of the EU target to source 20% of the EU's energy from renewable sources by 2020.  Responses to this consultation will help shape the UK Renewable Energy Strategy, which will be published in spring 2009, once the UK's share of the target has been agreed.

Climate Change Bill - updated and ammended

Summary: The UK, for the first time anywhere in the world, is introducing a long term legally binding framework to tackle the dangers of climate change. The Climate Change Bill was introduced in Parliament on 14 November 2007 and completed its passage through the House of Lords on 31 March 2008. It has now moved to the House of Commons for consideration.  The aim is to receive Royal Assent by autumn 2008.

Summary: This document sets out the Governments vision for sustainable waste management in England.  The aim is to reduce waste by making products with fewer natural resources and to break the link between economic growth and waste growth. Most products should be re-used or their materials recycled. Energy should be recovered from other wastes where possible. For a small amount of residual material, landfill will be necessary.

Alongside the Waste Strategy is a public consultation - Incentives for Recycling by Households.

Biodiversity Duty (Guidance Notes)

Title: Guidance for Local Authorities on Implenenting the Biodiversity Duty

Summary: The aim of the biodiversity duty is to raise the profile of biodiversity in England and Wales, eventually to a point where biodiversity issues become second nature to everyone making decisions in the public sector.  All public authorities are affected, including over 900 public bodies local authorities, fire, police and health bodies, museums and transport authorities.  The guidance is intended to assist public authorities to implement the biodiversity duty. The two documents contain general guidance for public authorities and more specific guidance for local authorities.

Code for Sustainable Homes

Title: Code for Sustainable Homes - A step-change in sustainable home building practice

Summary: The Code for Sustainable Homes is a new national standard for sustainable design and construction of new homes.  By integrating elements of this voluntary Code into new homes and obtaining assessments against the Code, developers will be able to obtain a 'star rating' for any new home which will demonstrate its environmental performance.  It will provide valuable information to home buyers, and offer builders a tool with which to differentiate themselves in sustainability terms.
