Under the Planning and Compulsory Purchase Act 2004, all Local Planning Authorities (LPAs), must produce a Local Development Framework (LDF) that will gradually replace content within Local Plans, such as the Stafford Borough Local Plan 2001 and the Staffordshire and Stoke on Trent Structure Plan. The LDF is a 'portfolio' of Local Development Documents (LDDs) that collectively deliver the spatial planning strategy for Stafford Borough, and provide the framework for the consideration of planning applications by the Borough Council. The LDF will comprise development plan documents (DPDS), which will form part of the statutory development plan that includes the Regional Spatial Strategy (RSS) for the West Midlands.

Statutory LDF Documents - The following documents are required by national policy (as set out within PPS12: 'Development plans in the planning system') such that all local planning authorities must prepare them:
- Local Development Scheme (LDS) The LDS is a 'programme' of work undertaken for preparing the LDF.
- Statement of Community Involvement (SCI) Sets out how the local planning authority consults the community of Stafford Borough on planning matters.

- Annual Monitoring Report Assesses the targets and milestones met, as stated within the LDS and that of National Core Indicators.
