Under the Planning and Compulsory Purchase Act 2004, all Local Planning Authorities (LPAs), must produce a Local Development Framework (LDF) that will gradually replace content within Local Plans. The LDF is a 'portfolio' of Local Development Documents (LDDs) that collectively deliver the spatial planning strategy for Stafford Borough. The LDF will comprise development plan documents (DPDS), which will form part of the statutory development plan that includes the Regional Spatial Strategy (RSS) for the West Midlands.

Statutory LDF Documents - The following documents are required by national policy as set out within PPS12: 'Development plans in the planning system' that all local planning authorities must prepare:
Local Development Scheme (LDS) The LDS is a 'programme' of work undertaken for preparing the LDF. A new LDS was submitted to Government Office for West Midlands (GOWM) during Spring 2007 and a revised LDS was agreed in September 2007.
Statement of Community Involvement (SCI) Sets out how the local planning authority consults the community of Stafford Borough on planning matters. The SCI is now adopted.
The Plan for Stafford Borough - The new Local Development Framework DPDs contained in the 2007 revised LDS (see above). These emerging DPDs now replace the withdrawn DPDs (see below).
Sustainability Appraisal (SA) process (General introduction) The SA measures LDDs on how they perform in 'sustainable' terms and makes recommendations on how they can be improved.Annual Monitoring Report Assesses the targets and milestones met, as stated within the LDS and that of National Core Indicators.
Habitats Regulations Assessment (Appropriate Assessment) Assess whether development proposals in the LDF would affect designated European Sites.

Withdrawn Development Plan Documents (DPDs) (An introduction) DPDs contained in the 2004 LDS are now formally withdrawn with the commencement of the 2007 Revised LDS (please refer to the LDS (above) for further details). The DPDs include the Core Strategy, Development Control policies and Site Specific Allocations.
