Strategic Housing Land Availability Assessment (SHLAA)

 

In accordance with National Planning Policy Local Authorities are now required to carry out a Strategic Housing Land Availability Assessment (SHLAA) to identify future sources of land for housing.

It should be stressed that the SHLAA is not a policy document and does not make judgements on the future allocations of land. The SHLAA exercise is intended to provide a robust and up to date evidence base to inform future plan making.

The purpose of the assessment is to understand the level of housing potential within the Borough and to identify sites which are considered to be suitable for housing and likely to be developed. The information will form an important part of the evidence base for the Stafford Borough LDF.

Progress in 2008

In February 2008, Stafford Borough Council consulted on the SHLAA: Methodology, which set out how the Council would carry out the SHLAA. The comments received to this document can be viewed on our online consultation system.

In July 2008 the Council co-ordinated the establishment of the Stafford Borough Strategic Housing Land Availability Assessment Partnership to facilitate the SHLAA.

In September a SHLAA - Initial Findings document went out for consultation. The document highlighted the following types of sites:

  1. Site Representations - these include land suggested to the Council by landowners, agents and developers.
  2. Housing Assessment sites (Strategic Housing Land Availability Assessment sites) - these show land within existing settlements where there may be space for additional housing.
  3. Housing Allocations & Commitments - these are sites which have already been given planning permission for housing but were not completed at the end of March 2008 and land previously allocated in the Stafford Borough Local Plan but have not yet been developed.

We received a lot of comments and information in response to the Strategic Housing Land Availability Assessment (SHLAA) - Initial Findings document and a final document was produced.

Reviewing the SHLAA

The SHLAA Review process will be aligned to 31st March as a base date to reflect the Housing Monitor: Land for New Homes and other relevant evidence for the Local Development Framework. Therefore all sites presented to the Council from landowners and the development industry by 31st March of each year will be included in subsequently SHLAA Review processes.
