1. Call for Sites including Brownfield Land Register

The adopted Plan for Stafford Borough provides the framework for new development until 2031. The Council are asking land owners and stakeholders to suggest sites that they consider have future development
potential beyond 2031 as part of the Borough’s Local Plan review.  This will identify new land for housing, employment and other uses. The Call for Sites exercise ends on Monday 8 January 2018 at 5 pm.

So that we have the most up to date information, any sites submitted to previous Call for Sites exercises will need to be resubmitted. This will enable us to disregard sites that are no longer available and update data where there have been changes such as contact details or agents.

This is not an assessment of whether sites will be allocated for future uses in the new Local Plan, or developed either in whole or in part. It is a technical exercise that the Local Planning Authority is required to do as part of the Local Plan evidence base.

The submission of a site through the Call for Sites process only places the site before the Council for consideration as a potential site for future use. It does not guarantee its allocation, nor does it prejudice any planning decision the Council may make for a particular site. All sites submitted will be made publicly available upon the publication of the Land Availability Assessment, or related Local Plan evidence base documents. Sites cannot be submitted confidentially.

The Call for Sites is an essential piece of evidence to support the new Local Plan process, which is required by national planning policy as set out in the National Planning Policy Framework (NPPF) and Planning Policy Guidance (PPG). The assessment is a key component of the evidence required to support the delivery of sufficient land in suitable locations. The aim is to create sustainable and mixed communities in line with Government objectives.

Brownfield Land Register

The Council are required by Government to produce a Brownfield Land
Register by 31 December 2017 showing a list of previously developed sites that are available and potentially suitable for development across the Borough. Please go to The Brownfield Land Register webpage for further information.

Any sites put forward concerning Brownfield Land as part of this Call for Sites exercise will be assessed for inclusion in the updated Brownfield Sites Register in 2018.  Please note that if a site is identified it does not automatically mean that it will be added to the register or granted planning permission in the future.

If you have previously developed land and buildings which has the potential to be used for housing in the future and meets the NPPF definition of ‘brownfield land’ we would like to hear from you.

This will allow the Council to gain a full and comprehensive understanding of the available and suitable previously developed land in the Borough.

2. Call for Sites Local Green Space (LGS) 

The Council is currently inviting applications for Local Green Space designations until Monday 8 January 2018 at 5 pm which will then be assessed as part of the Local Plan Review.

Local Green Space designation is a way to provide special protection for green areas of particular importance to local communities.

Designating any Local Green Space will need to be consistent with local planning for sustainable development in the area. In particular, plans must identify sufficient land in suitable locations to meet identified development needs. 

The Local Green Space will need to meet the criteria set out in paragraph
77 of the National Planning Policy Framework
. The community should be able to show why the area is demonstrably special, to be designated as Local Green Space.

This consultation provides you with the opportunity to nominate such sites. All submissions must be accompanied by a map showing the site boundaries.

Previous Consultation on Draft Supplementary Planning Documents

The Borough Council Consulted on three draft SPDs between Monday 2 October and Monday 13 November 2017. The Council are currently analysing the responses from this consultation. The draft SPDs can be viewed below: 

The Draft Design SPD

The purpose of the draft Design SPD is to set out design principles and guidelines that Stafford Borough Council requires for all new development in the Borough including new build, and those seeking to alter or extend their houses. It also provides guidance to those properties (both commercial and residential) who propose to make alterations and extensions in conservation areas. The SPD also seeks to replace the existing Space About Dwellings SPG and the Extension to Dwellings SPG.

The Re-use of Rural Buildings SPD

The purpose of this SPD is to provide agents, applicants, landowners and potential buyers of agricultural buildings with advice to ensure that high standards of design and conversion are maintained in the Borough, and to ensure that traditional vernacular buildings are re-used or adapted in such a way as to retain their integrity and local distinctiveness appropriately within the rural environment.

This SPD is also applicable to those buildings that can be converted under the Town and Country Planning (General Permitted Development)(Amendment and Consequential Provisions) (England) Order 2014 that came into force on 6 April 2014.

The Shopfronts and Advertisements SPD

The purpose of this Supplementary Planning Document (SPD) is to provide guidance to owners and occupiers of shops and other commercial premises who are considering external alterations to premises or new build projects. The primary focus of this SPD is to provide guidance to those premises which are located in Conservation Areas or are Listed Buildings.
