Sandon and Burston Neighbourhood Plan - Examiner's Report

Sandon and Burston Parish Council prepared a Neighbourhood Plan for the Parish of Sandon and Burston in accordance with Regulation 15 of the Neighbourhood Planning (General) (Amendment) Regulations 2015.

In April 2016 the Parish Council submitted their Neighbourhood Plan to Stafford Borough Council for independent examination. The submission of the Sandon and Burston Neighbourhood Plan was accompanied by a Basic Conditions Statement, a Consultation Statement, Evidence Base with Supplemental and a Screening Assessment.

Publication Consultation of Neighbourhood Plan

As required by Regulation 16 of the Neighbourhood Planning (General) Regulations 2012, the Council invited representations during a public consultation on the submission version of the Sandon and Burston Neighbourhood Plan. The consultation took place between 27 May and 11 July 2016.


Examination of the Sandon and Burston Neighbourhood Plan

We appointed an independent Examiner to examine the Sandon and Burston Neighbourhood Plan. During the examination process the examiner held a public hearing to consider the public consultation process of the Sandon and Burston Neighbourhood Plan.

On 8 November 2016 we received the Examiner's Report. The Report recommends that the Sandon and Burston Neighbourhood Plan should not proceed to referendum because the public consultation was not robust and therefore the Plan fails to reflect a shared vision for the area.


Current Position

We considered the Examiner's recommendations on 5 January 2017 and made the decision that the Neighbourhood Plan should not proceed to referendum.
